Infrastructure Ontario's Digital Transformation Journey with Kahua and Superset

Infrastructure Ontario (IO) is a Crown agency of the Province of Ontario dedicated to modernizing and maximizing the value of public infrastructure and real estate. As a world-class agency, IO operates through five key business lines: Major Projects, Real Estate Services, Infrastructure Lending, Commercial Projects, and Development. The Opportunity

Modernizing Contract Management for Provincial Highways

Infrastructure Ontario recognized the need to modernize its contract management approach as its legacy PMIS solution neared end-of-life. This transition offered a strategic opportunity to consolidate multiple systems, streamline business processes, and elevate the user experience. By moving to a modern, integrated platform, IO aimed to enhance project management and contract oversight throughout the organization.

The primary objectives were to implement a comprehensive solution that would unify all aspects of contract management, boost operational efficiency, and ensure strict compliance with organizational policies and legislative mandates. This modernization initiative was designed not only to replace aging technology, but also to empower IO with the tools needed to deliver on its mandate more effectively and efficiently.

The Solution

Implementing a Next-Generation Contract Management System

IO partnered with Superset and Kahua, leading PMIS provider, to design and implement their enhanced project management system. The new system was designed to address the IO’s quick start requirements and integrate with IO’s existing infrastructure. Key features of the implemented PMIS included:

  • Advanced capital planning and budgeting tools

  • Real-time project tracking and reporting capabilities

  • Integrated funding management and compliance monitoring

Superset P3pro Suite was selected for management of IO’s the Public Private Partnership (P3) / Alternative Delivery portfolio, offering predefined workflow and reporting. Superset worked with IO stakeholders to customize business processes to meet IO’s requirements. Implementation includes the following business processes:

  • Implementation of Public Private Partnership (P3) / Alternative Delivery focused Change (Variation) Management processes.

  • Implementation of Quality Management suite of applications.

  • Implementation of Claims Management suite of applications, including Notice of Intent, Claims, and Adjudication.

  • Development of applicable views, forms and reports.

The Impact

IO successfully modernized its project management capabilities through the implementation of a Kahua. By leveraging industry-specific accelerators and predefined processes tailored for the Canadian infrastructure sector, IO achieved a swift and efficient implementation. The selection of the P3pro Suite of applications provided a solid foundation, significantly reducing the time and effort required to configure processes that met IO's requirements. The new system offers enhanced visibility, facilitates electronic approvals for improved response times, and provides more comprehensive reporting capabilities.

Implementation of Kahua has positioned IO to more effectively manage its Alternative Delivery portfolio by streamlining workflows, enhancing collaboration, and improving reporting processes. Kahua’s robust and sustainable architecture ensures that it can continue to evolve, adapting to IO's changing needs and requirements, providing better transparency and information management for the organization's long-term infrastructure programs.
